This is actually a Remix, by Braveheart, of a map his father made for Unreal Tournament. I can't find DM-Blacktop at Nali City or FilePlanet, which is a shame, as I would dearly love to know if the textures there are, um, a little bit more varied than this!
Well, there are movers, and stairs, and ramps; I am reminded a little of Deck 16 Remix, though while Boom laughs about how few textures he used in his first version of that, Boom's map seems as colourful as the most eye-blasting of Justin's retexturings compared to this! "Blacktop"? More like grey top, and middle, and bottom, and sides...
Weapon placement seems fine; I think the megapower can be reached, if you are quick and know what you are doing with a megajump! I am puzzled about that cylindrical hole in the wall over to the right in the screenshot; there is slightly ominous lighting in there, but it didn't seem to act as a teleporter or anything. Generally the map ought to play pretty nicely, but I don't think I could stand to play very long in such a grey, bare arena. It would be fun to experiment with textures, to open the "quake3a" texture pack and run wild here, really decorate the place. I don't know if Braveheart has any plans to return to this map - I don't know if the UT original is plain like this, to emphasize gameplay over "eye candy". It is a bit like something from halfway through a tutorial...
